Analysis: Concealed Carry Training Requirement Has No Teeth

The political watchdog arm of the [i]Milwaukee Journal Sentinel[/i] says action by Republicans in the state legislature will allow untrained citizens to carry concealed firearms.After removing the Attorney General?s four-hour training requirement, Republicans refuted claims they had dropped the training requirement altogether, but PolitiFact Wisconsin says they did exactly that.
They base [url=http://www.politifact.com/wisconsin/statements/2011/nov/21/donna-seidel/seidel-says-untrained-people-would-be-allowed-carr/]their finding[/url] on testimony from Attorney General J.B. Van Hollen who says, because it?s not defined, the training requirement included in the new law is unenforceable. Van Hollen, a Republican, says the law is now among the most lenient in the country.
The requirement to get an instructor-led safety course and provide a graduation certificate is still in effect, but Van Hollen says instructors could literally hand out certificates on a street corner for a fee.
