Wisconsin Attorney General J.B. Van Hollen says his agency acted within its authority in crafting the administrative rules for the state's "concealed carry" law, which takes effect November 1.

The National Rifle Association complained the Department of Justice overstepped by requiring a minimum of four hours to receive a permit.

Van Hollen wrote a formal letter to the NRA this week, explaining the legislation required training, but didn't define what kind. He said four hours was considered the minimum required to safely carry a loaded firearm.

The NRA isn't satisfied, issuing a statement Friday saying the debate wasn't over.
