CONCEALED CARRY TRAINING CONTROVERSY
Monday, October 10th, 2011 -- 12:22 PM
With just weeks to go before a new law allowing Wisconsinites to carry concealed firearms takes affect, a major battle continues to brew over what type of training should be required. The battle pits the Republican author of the bill against Republican Attorney General J.B. Van Hollen, whose Justice Department is tasked with writing the administrative rules for the law.
State Senator Pam Galloway (R‐Wausau) is furious that the DOJ wants to require four hours of training for people to carry concealed, loaded weapons, and calls it (quote) ?activism unlike any I?ve seen before.?
She says the legislative intent of the bill was obviously to prevent that type of requirement.
Van Hollen defends his handling of the law, saying it requires training but doesn't clearly define what it should entail; that, he says, was left up to his department. He said four hours seems to be widely accepted across the firearms training industry as the minimum needed to learn how to safely handle a firearm.
