'SMART GROWTH OPT OUT' BILL HEADING TO COMMITTEE

A bill that would remove a state mandate that municipalities have comprehensive plans is being fast-tracked, but it?s unclear when it will come up for a vote in the legislature.That bill, known as the Smart Growth Opt Out bill, will be up for a hearing before the Assembly Committee on Urban and Local Affairs on Tuesday morning.
The bill was just circulated for sponsors last week.
According to one of the authors, Rep. Mary Williams of Medford, the bill would make comprehensive planning optional and end comprehensive planning grants.
According to the Legislative Reference Bureau, current law requires local land use ordinances be consistent with that local governmental unit?s comprehensive plan, which must contain a number of different Smart Growth elements. This bill would remove that requirement.
Clark County supervisors voted down a proposed comprehensive plan earlier this week. Clark remains one of a handful of counties in the state that don?t have comprehensive plans.
