JUDGE BLOCKS IMPLEMENTATION OF BUDGET-REPAIR BILL

A major victory for public employee unions as a Dane County judge today blocked the publication of Gov. Scott Walker?s budget-repair bill.Dane County Circuit Judge Maryann Sumi issued a temporary restraining order, in essence delaying implementation of the law, which sharply curtails collective bargaining for public employees.
Dane County assistant district attorney Ismael Ozanne sought the TRO claiming a legislative committee violated the state's open meetings law.
Sumi said she was given no evidence to show why the conference committee could not have given a 24-hour notice for its meeting last week or why a timely notice was not provided. She said the failure to properly notice the meeting was not a ?minor? issue.
