'Wisconsin's' financial situation is one of the 10 worst in the country.Analysts say that could lead to more tax increases and service cuts.
The culprit: rising unemployment and a steep drop in revenues.
The top-10 ranking puts Wisconsin in a dubious group with California, a state that issued IOUs to contractors earlier this year.
The Pew Center study says, if states raise taxes to fix their deficits, it will slow the country's climb out of the recession.
