Marshfield Common Council Takes Action on Comprehensive Plan, Public Comment Policy, and More

The Marshfield Common Council took action on several items during its September 22 meeting, including the City’s next comprehensive plan, a new public comment policy, succession planning and continued discussion of a proposed camping ordinance.

Comprehensive Plan Update Moves Forward

The Council authorized staff to issue a request for proposals from private planning firms to help develop Marshfield’s next comprehensive plan. The City’s current comprehensive plan was adopted in 2017 and is due for an update in 2027.

The new plan is expected to address land use, housing, economic development, infrastructure and other long-term community priorities. Issuing the request for proposals will allow the City to review proposals and pricing before a final contract is brought back to the Council for consideration.

Public Comment Policy Approved

The Council approved a new policy establishing procedures for citizen comments at Common Council meetings. During discussion, the Council removed a proposed requirement that comments be made only in person. The policy allows the City to continue considering options for residents who may not be able to attend a meeting in person.

Camping Ordinance to Return

The Council held a first reading of a proposed ordinance prohibiting camping on public property outside designated areas. Following discussion, the Council approved adding a September 30, 2027 sunset date to the draft ordinance. The ordinance itself was not adopted at the September 22 meeting and is scheduled to return to the Common Council on October 13 for further consideration.

Succession Planning Discussed

Human Resources presented an outline for developing a City succession planning process. The effort is intended to identify critical positions and services, establish backup coverage, improve cross-training and better prepare the organization for retirements, resignations and difficult-to-fill vacancies.

Appointments Approved

The Council approved the appointment of Mary Ann Forsell to the Parks, Recreation and Forestry Committee to complete a term ending in April 2028. The Council also elected Mike Eberle to a seven-year term on the Marshfield Utilities Commission.
