Marshfield Common County Reviews City’s 2027-31 Capital Improvement Plan

The Marshfield Common Council reviewed the City’s proposed 2027–2031 Capital Improvement Plan (CIP) during a special meeting on September 22.

The CIP serves as a five-year planning document for major City projects and equipment purchases. Unlike the annual budget, the plan is intended to remain flexible as project costs, priorities, grant opportunities and infrastructure needs change.

During the meeting, staff reviewed proposed projects from across City operations, including streets, utilities, parks, the airport, cemetery, wastewater and City facilities. Staff also discussed the challenge of balancing infrastructure needs with available funding and the City’s goal of managing long-term borrowing.

For 2027, proposed capital projects total approximately $14.75 million, but that figure includes projects supported by several different funding sources, including grants, utility funds, private donations and other dedicated revenues. Council members requested a clearer breakdown showing how the proposed projects would be funded.

Among the projects discussed for 2027 are road and infrastructure improvements, airport pavement maintenance, cemetery road work, upgrades to the Lincoln Avenue wastewater lift station, sanitary sewer rehabilitation and improvements to City facilities.

The Council approved the 2027 CIP projects for inclusion in the development of the 2027 City budget. Individual projects will still go through the budget process and, where required, return to the Council for additional approvals.

The full 2027–2031 Capital Improvement Plan is expected to return to the Common Council for consideration at a future meeting.
