Neillsville City Council Approves Resolution Regarding DNR Urban Forestry Grant

The Neillsville City Council approved a resolution regarding an urban forestry grant or urban forestry catastrophic storm grant.

This would allow the city to obtain a cost share grant with the DNR for the purpose of obtaining funding for urban forestry projects or urban forestry catastrophic storm projects.

City Clerk Debbie Winder reported on receiving the Wisconsin Department of Military Affairs Division of Emergency Management-Cyber Security Grant (Cycle 2 – 10/1/2025 to 1/31/2026) in the amount of $3,633.74 and to appropriate $1,985.67 to the City Hall account and $1,648.07 to the Police Department Administration account, which the Council approved.

Mayor Dewey Poeschel presented a request from the Neillsville Area Chamber of Commerce for use of the C.C. Sniteman Town Square Park and Gazebo for the official “Tree Lighting/Santa’s Coming To Town” event for Saturday, December 5th, which the Council approved.

Mayor Poeschel presented a request from several downtown business owners to have a sidewalk sale in conjunction with the Autumn Harvest Festival on Friday, October 9th and Saturday, October 10th during normal business hours. Discussion followed on if requests like this need to be presented or if requests like this are allowed by ordinance.

The Council approved the request. Mayor Poeschel stated the next item on the agenda was an ordinance to repeal Section 174 Bicycles and recreate with Section 174 Bicycles, Electric Bicycles, Play Vehicles and Electric Micromobility Devices, which the Council approved for adoption.

City Clerk-Treasurer Winder asked that the Council take a look at some information that was provided by the Chief of Police in their packets before making a decision on a tavern operator’s license application.

Chief of Police Jim Mankowski stated that while doing his check on the applicant, there were more offenses discovered than what was listed on the application and based on those, he cannot recommend to the Council to approve the license.

Discussion followed regarding the applicant’s history. The license disapproved the listed license based on the information discovered by the Chief of Police during his background check.

The Council also heard the various committee reports from the past couple weeks. Mayor Poeschel reported on the September 8, 2026 meeting of the Finance Committee regarding:

  • Updates on known increases for 2027 budgeting session,
  • Discussion on the budget process and directions to department heads and committees,
  • Discussion on and recommendation to include a 2.5% wage increase for both union and non-union employees,
  • And discussion on and setting the budget meeting schedule.

Council Member Donna Pavlac reported on the September 14, 2026 meeting of the Airport Commission regarding:

  • Discussion on and recommendation of the 2027 budget to the Finance Committee,
  • Discussion on Agricultural lease of Airport land,
  • Discussion on Hangar leases,
  • And updates on snow removal equipment that was approved by the Bureau of Aeronautics.

Council Member Bill Neville reported on the September 15, 2026 meeting of the Library Board regarding:

  • Librarians’ reports,
  • Work on and referral of the 2027 Library budget to the Finance Committee,
  • Discussion on committee reports,
  • And payment of bills.

Council Member Pavlac reported on the September 15, 2026 meeting of the Heritage Days Committee regarding:

  • Discussion on moving events,
  • Discussion on 2027 events and entertainment,
  • Discussion on Grand Marshall,
  • Discussion on set up for Autumn Harvest,
  • And discussion on and recommendation of the 2027 budget to the Finance Committee.

Council Member Dan Clough reported on the September 16, 2026 meeting of the Historic Preservation Committee regarding:

  • Updates on the 1897 Clark County Jail building,
  • Updates on murals in progress and work group,
  • Updates on STQRY walking tour app,
  • And discussion on and recommendation of the 2027 budget to the Finance Committee.

Mayor Poeschel reported on the September 18, 2026 meeting of the Economic Development Commission regarding:

  • Discussion on and recommendation of the 2027 budget to the Finance Committee,
  • And updates on possible economic opportunities for the City.

Council Member Neville reported on the September 21, 2026 meeting of the Parks and Recreation Board regarding:

  • Discussion on and recommendation of the 2027 Recreation Department budget to the Finance Committee,
  • Updates on various Parks projects completed in town,
  • And discussion on and recommendation of the 2027 Parks Department budget to the Finance Committee.

Council Member Clough reported on the September 22, 2026 meeting of the Commission on Public Works/Utilities regarding:

  • Current activities,
  • Discussion on, approval of and recommendation that Resolution No. 649 to Authorize Application for Urban Forestry Grant or Urban Forestry Catastrophic Storm Grant be adopted,
  • And payment of bills.

During the appearances portion of the meeting, a resident asked if there were ways to make the Council meetings more handicap accessible, they are available on Spectrum cable and not everyone has Spectrum. The resident talked with someone at the Courthouse and was told the cost was around $100.
