BARKING UP THE WRONG TREE?

The County Board elected to not increase their annual payment to the Clark County Humane Society, as some board members took umbrage to the group?s protests of so-called ?puppy mills?.

The resolution presented Tuesday night would have used excess dog license funds to increase the annual payment from $5,000 to $10,000. The excess money is currently repaid to the towns at the end of the year.

Supervisor Charles Harwick of Hatfield said the Humane Society needs the money.

"They take animals from any township at no charge to the township. They're overrun and need help," Harwick said, "Anybody that hasn't been there, should go down there and walk through there and look at those folks working there for nothing."

But some supervisors, like Phil Boehning of the Spencer area, scolded the group for protesting the Thorp dog auction.

"They've been out demonstrating (against) the legitimate people that raise pups for resale. They're being harassed," Boehning complained, "Do we have the authority to take those funds that are coming from the dog tax in the other municipalities and give it away?"

The resolutioin failed on a 13-15 vote.
