Florida Woman Charged with Hit and Run Resulting in Death for I-94 Crash Near Black River Falls

(WEAU Staff, WEAU) Charges are now filed against a woman that hit a semitruck in a crash on I-94 near Black River Falls in February, according to WEAU staff.

According to a criminal complaint, 46-year-old Teresa Lowman of Jacksonville, FL, was charged with hit and run resulting in death and homicide by negligent operation of a vehicle.

An officer arrived on the scene of the crash around 12:30 p.m. on February 7. He saw the trailer of the semi detached from the cab and in pieces. He also observed the cargo on the flatbed trailer was all over the place.

As he approached the crash site, there was diesel fuel and transmission fluid everywhere with engine and transmission components scattered throughout the crash site. He then saw 58-year-old Russell Back with no way to get him out and begin life-saving measures.

He requested the Black River Falls Fire Department for extrication. There were multiple vehicles parked along the westbound shoulder and another deputy started interviewing witnesses. According to witnesses and the criminal complaint, it was determined that a semitruck, driven by Lowman, was in the passing lane.

It then changed lanes into the righthand lane and clipped Back, causing him to crash. Lowman then kept driving. The autopsy report was released, noting the cause of death was multiple blunt force injuries.

A trooper in an unmarked vehicle performed a traffic stop on Lowman’s semitruck and identified the suspect. Lowman and her passenger denied being involved in a crash. An initial appearance is scheduled for August 24.
