Granton Man Arrested for 4th OWI After Traffic Stop in the City of Neillsville

On Monday, July 6, 2026, at approximately 11:06 p.m., a Neillsville Police Department officer conducted a traffic stop near the intersection of Division and Hewett Streets for observed moving and registration display violations.
The driver and sole occupant was identified as James C. Urlaub, 62, of Granton, Wisconsin. During the traffic stop, the officer detected the odor of intoxicants coming from the vehicle. A records check revealed that Urlaub had three prior convictions for Operating While Intoxicated (OWI).
Following the administration of standardized field sobriety tests, the officer determined there was probable cause to arrest Urlaub for Operating a Motor Vehicle While Under the Influence of an Intoxicant. He was also arrested for felony bail jumping.
Urlaub was issued a written warning for improper attachment of a rear registration decal/tag, a citation for Operating While Intoxicated (4th Offense), and a citation for Failure to Signal/Unsafe Turn. He was transported to the Clark County Jail, where he was booked pending further court proceedings.
