Wisconsin Builders Association Urge Homeowner to Remain Vigilant Against "Storm Chasers"

Following recent early-season storms across Wisconsin, the Wisconsin Builders Association is urging homeowners to remain vigilant against out-of-town contractors, commonly known as “storm chasers,” who often follow severe weather events looking to take advantage of vulnerable property owners.
“Severe weather can create urgency for homeowners, but that urgency can also make them targets for bad actors,” said Wisconsin Builders Association President Andy Selner. “Taking a few extra steps to verify a contractor can prevent costly mistakes and protect the investment made in your home.” The WBA reminds homeowners that Wisconsin law includes important safeguards to protect consumers.
Under 2013 Wisconsin Act 24, contractors are prohibited from:
- Offering to pay all or part of a homeowner’s insurance deductible
- Negotiating insurance claims on behalf of the homeowner
- Before entering contract, contractor must provide questionnaire to determine whether work is related to an insurance claim
- The law also gives homeowners the right to cancel certain contracts within three business days if insurance claims are denied, with required refunds issued promptly.
Homeowners should be cautious of contractors who show up uninvited and use high-pressure sales tactics, promise “free” repairs or claim they will waive insurance deductibles, lack a local presence, references, or proper documentation, or request large upfront payments or rely only on verbal agreements.
The WBA encourages homeowners to protect their investment by taking several important steps before hiring a contractor, including working with trusted, local professionals and checking references, obtaining a detailed written contract outlining the scope, materials, timeline, and warranties, and verifying insurance coverage with proof of liability insurance.
Homeowners should also ask whether subcontractors will be used and vet them accordingly, ensure all required permits are secured and inspections completed before making final payment, and request lien waivers to guard against unpaid suppliers or workers.
