Marshfield Parks and Recreation Committee Reviews Budget Considerations

The Marshfield Park & Recreation Committee reviewed budget considerations and their potential impact on community programs, facilities, and partnerships at its meeting on Wednesday, April 8, 2026, at the Community Center. 

Community Group Storage Discussion:

During public comment, a representative of the Marshfield Civic Band addressed a proposed storage fee for use of space at the Oak Avenue Community Center.  The Civic Band has operated in Marshfield since 1895 and provides free concerts to the community.

The group currently relies on donations for ongoing operations. The proposed annual storage cost of approximately $1,700 was identified as a potential financial challenge for the organization.

Committee Review of Budget Options

The Committee has been evaluating approaches to address budget pressures while maintaining core services.

Options under consideration include:

  • Reducing services, including potential impacts to park operations
  • Identifying additional revenue sources

The Committee indicated a preference for maintaining park access and avoiding reductions in neighborhood park services.

As part of this effort, the Committee has:

  • Discontinued the practice of waiving certain facility rental fees
  • Reviewed additional revenue opportunities, including storage use within City facilities

The Committee also recognized the role and value of community-based organizations operating within City facilities.

Status of Storage Fee Proposal

At this time:

  • No action has been approved to implement storage fees
  • A previous motion did not advance
  • The proposal is not currently adopted as policy

Funding Considerations

The discussion included broader considerations related to:

  • Local funding limitations
  • State shared revenue structures
  • Long-term sustainability of services and facilities

City staff and committee members noted that budget decisions require balancing available resources with the need to maintain service levels across the community.

Parks and Recreation Operations Update

The Committee received updates on ongoing operations and seasonal preparation efforts.

Key updates include:

  • Continued forestry operations, including pruning, hazard removal, and replanting
  • Ongoing response to emerald ash borer, including the removal of approximately 2,000 ash trees in Braem Park over a five-year period
  • Annual tree planting efforts exceeding 100 trees, including community-supported planting initiatives

Seasonal preparations are underway across the department, including:

  • Field and facility preparation for spring and summer use
  • Recreation programming, including leagues, senior services, and upcoming summer activities
  • Zoo operations and community events

Next Steps

  • The Committee has completed its review of this topic. Any future action related to storage fees or facility use will be considered by the Common Council.
  • Residents and organizations are encouraged to remain engaged in the process.
