Neillsville City Council Approves Affordable Housing Resolution for TIF District 3

The Neillsville City Council approved a Tax Incremental District (TID) Affordable Housing Exterior Resolution – TIF District No. 3.
According to the unofficial minutes from the meeting, by approving this resolution, the City of Neillsville will extend the life of TID No. 3 for 12 months to use the final year’s increment collected in 2027 from the 2026 tax roll to benefit affordable housing.
The City of Neillsville shall use the final increment to improve housing quality and affordability by putting the monies in the City housing program to assist families/individuals to maintain and repair their houses and landlords to maintain and repair apartments through loans or grants. The City will terminate the resolution on April 15th of next year.
The Council also approved the wage schedule for non-union employees, which will be effective February 16th. City Clerk Rex Roehl presented a request from the Police Department to borrow for a squad car including purchase price, fees, equipment installation and graphics and get loan proposals for $62,000 with repayment over three years from the three local financial institutions. The Council approved the request.
Council Member Clarrissa Rochester asked if the City has a policy on how many miles a squad car can be taken out of the City. Mayor Dewey Poeschel stated that is being worked on by the Personnel Committee.
City Clerk Roehl reported the Neillsville Public Library receiving a $10,000 donation from the Carnegie Corporation of New York in celebration of the 250th anniversary of the Declaration of Independence. The Council accepted the donation.
The Council heard the various Committee reports from the past couple weeks. Council Member Barb Petkovsek reported on the January 27, 2026 meeting of the Grants Committee regarding:
- Discussion on the State of Wisconsin decision to recall all regional Housing Loan program funds back to the State, yet leaving all the current housing loans locally with the City,
- Discussion on TIF District No. 3 balance and closing,
- Discussion on and recommendation to approve the TIF District Affordable Housing Extension Resolution for TID No. 3
- And review and updating the list of grants in progress.
Mayor Poeschel presented the February 3, 2026 meeting of the Personnel Committee regarding:
- Discussion on and recommendation to approve wage schedule for the non-union employees, except the Fire Department, Part-time Recreation, Election Board, Part-time Police and Police Chief.
Mayor Poeschel presented the February 4, 2026 meeting of the Beautification Committee regarding:
- Discussion on the 2025 Christmas/Winter decorations,
- Discussion on and approval of ordering new Christmas decorations for the poles and over the streets,
- Discussion on decorations for America’s 250th Anniversary,
- And authorized applying for a Tourism Grant for decorations for America’s 250th Anniversary celebration.

- Financial report,
- Discussion on Glow Run,
- Discussion on and approved hiring the Thursday night band,
- Discussion on tent rental,
- Discussion on and approved hiring Friday night bands,
- Discussion on and approved hiring the Uncommon Denominator band for Saturday night,
- Discussion on theme,
- Discussion on and approved booking Homegrown Tomatoes for Sunday,
- Discussion on kid events,
- And discussion on event insurance.
