City of Black River Falls Holding Public Hearing Regarding Residency of Sex Offenders

The Common Council of the City of Black River Falls will hold a Public Hearing on Tuesday, September 2, 2025 at 6:00 p.m. in the Council Chambers at City Hall, 101 S. Second Street, Black River Falls, Wisconsin.

The purpose of the hearing is to receive public comment regarding Proposed Ordinance No. 897 – Creating Chapter 21 of the Code of Ordinances Relating to Sex Offender Residency.

The proposed ordinance establishes regulations regarding the residency and presence of designated sex offenders within the City, including:

  • Residency restrictions within 750 feet of certain child-centered locations (schools, parks, daycare centers, libraries, playgrounds, athletic fields, community centers, etc.).
  • Safety zones prohibiting sex offenders from being present at such locations, with specific exceptions.
  • Enforcement provisions and penalties.
  • An exemption and appeals process for designated offenders.

All interested persons are encouraged to attend the hearing and provide input. Written comments may also be submitted to the City Administrator’s office prior to the hearing.
