Neillsville City Council Approves Property for Local Registry of Historic Properties

The Neillsville City Council approved a local property being listed on the City’s Local Registry of Historic Properties.

The Council accepted the recommendation that 302 Oak Street, the former August Schoengarth House, current owners Donald and Ashley Bryan, be listed on the City’s Local Registry of Historic Properties.

Natalie Erpenbach, Technology Committee Chair, stated the draft City of Neillsville 2025-2027 Cybersecurity Plan is presented for the Council’s review and adoption.

Once adopted, the next step is the development of policies and procedures. Council Member Rolly Gelhaus stated that he has discussed the Plan with Erpenbach and agrees that it is a good baseline to start with. The Council approved the 2025-2027 City of Neillsville, WI Cybersecurity Plan as presented.

City Clerk Rex Roehl reported on receiving the following donations from the Listeman Foundation: $5,000 for Police Department less than lethal equipment and $1,500 for Christmas decorations.

Neillsville Chief of Police Jim Mankowski explained the equipment purchases. The Council approved both donations and thanked the Listeman Foundation for its donations. City Clerk Roehl presented a thank you card from the family of Shirley Hendricks for the flowering plant sent to the funeral. (Roehl’s mother-in-law).

The Council also heard the various committee reports from the past couple weeks. Council Member Bill Neville reported on the August 20, 2025 meeting of the Personnel Committee regarding:

  • A closed session on non-union employees,
  • Reconvening into open session,
  • Recommendation to the Finance Committee to budget a 3% wage increase for non-union employees and to set the Chief of Police salary at $80,000 (before the 3%),
  • Discussion on information for Fall Creek who has an Administrator/Public Works Director and Abbotsford who has an Administrator/Sewer/Water Director,
  • And discussion on job descriptions and looking at a consistent format.

Council Member Dan Clough reported on the August 20, 2025 meeting of the Historic Preservation Commission regarding:

  • Discussion on possible people for the vacant Commission position,
  • Update on the status of the 1897 Clark County Jail building, two parties are interested in purchasing the property,
  • Discussion on QR codes and Commission website,
  • Update on the Murals Project Committee,
  • And receiving, discussion on and recommendation that 302 Oak Street, the former August Schoengarth House (built in 1894, in the Queen Anne architectural style and made with local brick from the Schoengarth Brickyard) be listed on the City’s Local Registry of Historic Properties, the current owners are Donald and Ashley Bryan.

Council Member Clough reported on the August 26, 2025 meeting of the Commission on Public Works/Utilities regarding:

  • Current activities,
  • Presentation by Maguire on High Zone Water Tank service agreement for water tank maintenance,
  • And payment of bills.
