Marshfield Common Council Approves Resolution Regarding Special Assessments for the 2025 Asphalt Paving Programs

The Marshfield Common Council heard from a couple members of the public during the recent meeting.

During the public comments portion of the meeting, a resident approached the podium, raising concerns about a potential billing for work related to the asphalt paving that she believes will not affect her property. Despite living in a duplex, she questioned why she might be responsible for costs if the work is not being done on her half of the property.

After her question, it was established that her concerns would be addressed later in the meeting when specific resolutions regarding special assessments were discussed. The city attorney noted the restrictions of open meeting laws, emphasizing that council members could not respond at that moment.

Bill Pinker, a resident, highlighted an article about the redevelopment project for the Weinbrenner Shoe Company, questioning the prudence of transferring ownership at low or no cost and the impact of such decisions on the City's strategic planning and housing goals. He emphasized the importance of considering multiple dimensions in the project and encouraged robust public discourse.

The Marshfield Chief of Police provided an immigration update. Immigration and Customs Enforcement (ICE) collaborates with law enforcement to determine whether to issue a detainer for an individual in custody.

A detainer acts like a warrant, requiring that the individual be picked up within 48 hours if one is issued. When law enforcement encounters someone with an existing detainer, they may contact ICE to determine if ICE wishes to take custody based on immigration laws.

However, ICE may not always request immediate custody, even if a detainer is in place. Identifying individuals who may pose a public safety risk, such as known violent offenders, is a priority for both law enforcement and ICE. Close collaboration is essential to ensure public safety and prevent the release of potentially hazardous individuals.

Also, concerns were raised during a recent public comment session about the dilapidated airport terminal building that has suffered from vandalism. It is currently slated for demolition per the 2028 capital improvement plan.

Opportunities have arisen for the street division to handle the demolition themselves during the winter. In the meantime, the police and fire departments are looking to utilize the building for training exercises this fall.

During the Mayor’s comments, she mentioned that significant achievements in public service were acknowledged during the meeting. Pat Kilty, Commercial Electrical Inspector, received recognition for being licensed as a designer of electrical engineering systems, highlighting his professional dedication and the rigorous standards of the certification process.

Nick Kumm, General Manager of Marshfield Utilities, was awarded the Sue Kelly Community Service Award for their 2024 Community Care Project, demonstrating their commitment to community engagement and service.

Marshfield Utilities was awarded the Gold Safety Excellence Award. Recognition was also given to John Richmond, Water Utilities Manager, who received the Fuller Award for his distinguished service in the water supply industry.

The Council also approved Resolution 2025-16, which pertains to special assessments for the 2025 asphalt paving programs. The resolution is presented in the context of a public hearing held earlier, which involved 19 street projects where property assessments will be assigned to affected property owners.

Details include a comprehensive scope of work that encompasses various infrastructure improvements, such as asphalt paving, driveway entrances, and sewer upgrades, all designed to benefit the local community.

Communication and Transparency in Billing - The City engineer explained the process for determining which properties receive billing notifications, emphasizing their aim to notify as many affected parties as possible.

Property owners are encouraged to engage with engineering staff to express any concerns about potential billing for works they believe are irrelevant to them. The Council acknowledges past practices of maintaining open communication, including plans for follow-up public meetings to ensure all affected residents are informed about ongoing and future projects.

Finally, the Council approved a one-year extension of the contract for property assessment services with Forward Appraisal, effective through June 30, 2026.
