Marshfield Common Council Approves the Second Reading of Ordinances

The Marshfield Common Council had the second reading of several ordinances at their meeting on Tuesday.

The Council had the second reading, meaning they are now city policy, amending Section 18-158 of the Marshfield Municipal Code regarding public hearings, amending Section 19-63 of Marshfield Municipal Code regarding subdivision and planning, and amending Section 11-06 of Marshfield Municipal Code regarding weed control.

The Council also approved amending the Official City Map to add proposed future right-of-way on East 22nd Street to the east of the intersection of South Nikolai Avenue and East 22nd Street. They also approved the Certified Survey Map and dedication of additional right-of-way on West McMillan Street and St. Joseph’s Avenue.

Finally, the Council approved a request to authorize staff to execute an agreement for economic development services with Cedar Corporation for the period of July 1, 2025 through June 30, 2026 and a request to authorize staff to execute an agreement for municipal planning services with SEH, Inc. for the period of July 1, 2025 through June 30, 2026.

The Council also approved items from the various committee meetings the past couple weeks including items from the Finance, Budget and Personnel Committee, which included Payroll Resolution No. 2025-17 regarding non-represented wage scale, library payroll resolution regarding library wage scale, set interest rate for special assessment payment plan, Policy No. 3.170 regarding moving expenses, and revised Policy No. 3.145 regarding recruitment.

The approval also included to authorize the closing of certain fundraising accounts. In this case, for the Wildwood Zoo. The closure will take the $41,000 in that account and use it to create an endowment to support the Wildwood Zoo.

The Council also had a Public Hearing for amending the official city map, but there were no speakers. During staff updates, a housing survey was mentioned. The Police Department also discussed a new program.

During the Mayor’s comments, she mentioned the success of Marshfield’s Dairyfest, the ribbon cutting and tournament at the new pickleball complex, and the anniversary of the fire chief. During the City Administrator’s comments, he mentioned strategic planning, budget meetings, and other meetings.

Finally, during the public comments portion of the meeting, two residents spoke about their concern regarding an endowment fund at UW Stevens Point-Marshfield for theater groups.

They’re concerned UW-SP is absorbing that endowment and it will be unavailable for Marshfield to use. Another speaker expressed concern regarding an abandoned airport building.
