LOYAL COUNCIL HOPES TO CLEAN UP THE STREETS

The Loyal Common Council has adopted new rules that will force the Amish and others to equip their horses with manure-catching devices.The Council approved the new rules last week with much less fanfare than when the issue was raised a couple years ago. At that time, the topic even made its way into the New York Times.
This time, it was just a lead story in the [i]TRG[/i].
Back in 2002, the ?horse diaper? proposal was dropped for a ?gentleman?s agreement? between the city and the local Amish population. The Amish were to follow certain routes and collect horse manure themselves.
But Loyal Police Chief Matthew Kubista says the agreement isn?t being followed, and the public has raised concerns.
While the ordinance went into effect this week, it won?t be enforced for six months to allow the Amish time to comply.
If they don?t, they could face fines between $10-$200 for their first offense.
