Charges Filed Against Former Town of Milladore Treasurer

Tuesday, March 18th, 2025 -- 1:01 PM

(Heather Poltrock, WSAW) Prosecutors in Wood County have filed charges against the town of Milladore treasurer after an investigation showed discrepancies in the town’s finances.

According to Heather Poltrock with WSAW, online court records show Kenneth Manlick will be charged with misconduct in office and theft in a business setting.

Court documents state he embezzled $63,000 over an eight-year span. The town clerk tells NewsChannel 7 the embezzlement happened a number of years ago, but was recently discovered by current town staff.

The town of Milladore is separate from the village of Milladore. The town of Milladore is west and northwest of the village. An investigation began Feb. 3 after an audit showed $63,000 missing.

The previous month, Manlick was brought before the town board and questioned. A motion was made to allow Manlick to pay back the missing amount rather than face criminal prosecution.

According to court documents, Manlick agreed and signed a promissory note. The man who conducted the audit said he believed Manlick would change the numbers on the town’s financial report to make the report balance before it was submitted to the Department of Revenue.

The auditor believed Manlick would inflate numbers for expense calling the move ‘smart’. The town clerk tells NewsChannel 7 that the $63,000 was tax revenue that had not been deposited into the town’s bank account.

Court records show the town clerk also discovered Manlick had been cashing his paychecks early, sometimes months early. The investigators asked if Manlick had ever admitted to taking money.

Court documents say he had not. They said he chose to begin paying back the stolen money. An initial appearance has been set for April 28.
