Marshfield Common Council Approves Revised Motion Regarding Calculation Method for Public Fire Protection Charge

The Marshfield Common Council approved a revised motion regarding the calculation method for the public fire protection charge.
The Council initially approved this resolution on December 17th. The revised resolution shifts from the current property-assessed value method, which includes billing 86 sewer-only customers in addition to properties only with water meters. I.e. the 86 sewer-only customers wouldn’t receive a PFP charge going forward until a water meter is installed.
The Council also approved a budget resolution regarding the Braem Park wet detention basin project. The project was budgeted for, but went over $58,300, which the City will borrow to complete the project.
The Council also approved a budget resolution for renovations of Strohman Park. The project was budgeted in 2024 but has not yet commenced in hopes of securing additional grants and donations.
Several grant applications were not successful and private fundraising did not materialize. The funding source in the 2024 budget was room tax and the revenue was allocated to the project.
However, the 2024 expenditures lapsed and were not included in the 2025 budget. Therefore, a budget resolution is needed to authorize expenditures in the Parks and Recreation capital improvement fund. The Council approved the $35,000 for the project.
The Council also had the second reading of the property maintenance ordinance and the first reading of the construction site erosion control ordinance, so no further action was taken.
The Council also approved the appointment of Sierra Starner-Heffron to the Parks, Recreation and Forestry Committee and Xin Ruppel to the Library Board.
In approving the consent agenda, they approved several items including the renovation of Strohman Park, a bid for crushing/stockpiling of asphalt and concrete, and the purchase of a Kubota rough terrain vehicle (RTV), and awarded a bid for the rehabilitation of northeast pumping station.
They also approved a Task Order for the construction for northeast pumping station, approved the purchase of an all-terrain vehicle (ATV), approved preliminary resolutions for special assessment projects, and a right-of-way dedication for (Yellowstone Drive).
The Council also approved the creation of a new Circulation Specialist position at the library, approved a partnership agreement for the Job Center through March 31st, and approved a contract with Marshfield Clinic. The Council also accepted the financial management plan presented at the previous meeting and placed it on file.
During the Mayor’s Comments, she mentioned some awards won by the Central Wisconsin State Fair Board. City Administrator Steve Barg congratulated the Leadership Marshfield class and put out info for upcoming appointments.
