Neillsville City Council Moves August Meeting, Redaction Fee Law, and More

The Neillsville City Council approved moving their first regular meeting for the Month of August at their meeting on Tuesday.

City Clerk Rex Roehl reported that the regular meeting of Tuesday, August 13, 2024 is also the Partisan Primary Election day. The Council approved moving that meeting to Tuesday, August 6, 2024 at 7:00 P.M.

Chief of Police Jim Mankowski stated that the State Legislators passed the Redaction Fee Law Wisconsin Act 253 which allows law enforcement agencies to recoup costs under the public records law.

This policy drafted by the City Attorney outlines the process and charges for the redaction of audio and video records. The Council approved the policy. City Clerk Roehl reported on the United Communities of Clark County meeting in Withee on July 1, 2024 regarding the garbage and recycling collection proposals opening.

It would be a six-year contract beginning January 1, 2025. Three proposals were received. The United Communities of Clark County has recommended awarding the joint garbage and recycling contract to GFL Environmental, Inc., Thorp, WI in the amount of $17.65 per month per home pending approval by the individual municipal boards.

The Council approved to accept the GFL Environmental, Inc., Thorp, WI proposal in the amount of $17.65 per month per home. The Council also approved to discontinue the alley north of East 2nd Street and discontinuing east of E. 6th Street and southeast of Willow Street.

Chief of Police Mankowski reported on:

  • Trainings,
  • Adam Olson will be starting as a part-time officer;
  • Think about 2025 equipment purchases (squad car computers, portable radios and a squad car);
  • Squad car repairs;
  • June parking enforcements, citations, warnings, incidents, office activity, officer activity, business patrols and Town of Mentor contract policing.

Council Member Clough reported that Heritage Days will be held this Thursday through Sunday. City Clerk Roehl presented:

  • The Second Quarter 2024 City Financial Statements;
  • Receiving notice of Opening of Contract Negotiations-Neillsville Professional Police Association from the Wisconsin Professional Police Association;
  • And posting of the Taxi Service Public Hearing to be held Tuesday, August 6, 2024 at 6:00 P.M.

For committee reports, Council Member Barb Petkovsek reported on the June 25th meeting of the Beautification Committee regarding a presentation of a planter and flowers in memory of Fran Barlow by the Barlow Family. Fran Barlow was a former Beautification Committee member and Assistant Librarian.

Council Member Petkovsek reported on the June 25th meeting of the Grants Committee regarding:

  • Reviewed and updating the lists of grants in progress;
  • And discussion on concerns and understanding the current status of the homeless population and what options are being worked on.

Council Member Bill Neville reported on the June 25th and June 28th meetings of the Transit Committee regarding:

  • Discussion on costs, ridership and information on Clark County as the lead agency;
  • Discussion on fares, hours of service and the DOT process for reducing hours, increasing fares or eliminating the service;
  • The City of Stanley retracting its Letter of Support as they are getting a private taxi service in their community;
  • Approving a public hearing for Tuesday, August 6th at 6:00 P.M. to reduce hours of service, raise fares or elimination of the taxi service.

Council Member Clarissa Rochester reported on the June 26th meeting of the Heritage Days Committee regarding:

  • Financial report;
  • And discussion on and finalizing kid’s games, entertainment, sponsor banners, parade letters, vendors and volunteer help needed.

Mayor Dewey Poeschel reported on the June 27, 2024 meeting of the Planning Commission regarding:

  • Discussion on and recommendation to vacate and discontinue the plotted right-of-way know as Miller Street to the two adjacent property owners;
  • And discussion on and recommendation to vacate and discontinue the plotted right-of-way at the east end of Sixth Street (the plotted right-of-way ends 98 feet East of Willow Street) to the two adjacent property owners.

Council Member Dan Clough reported on the July 9th meeting of the Commission on Public Works/Utilities regarding:

Current activities;

Rescheduling the regular Tuesday, August 13, 2024 meeting to Tuesday, August 6, 2024 at 6:45 P.M. and 3) reviewed the Second Quarter 2024 Water and Sewer Financial Statements.
