Court Of Appeals Affirms Dismissal Of Former Neillsville Police Officer's Claims

On July 26, the court of appeals that presides over all the federal courts in Wisconsin, Illinois and Indiana, affirmed the 2022 dismissal of all of former Neillsville police officer Patrick Fehlman’s claims against the Neillsville Chief of Police, Jim Mankowski.
According to a statement from Chief Mankowski’s lawyer, last year, a federal judge in Madison threw out all of Fehlman’s claims at the very beginning of the case based on Chief Mankowski’s motion to dismiss, which demonstrated that they were legally baseless. Fehlman appealed and the court of appeals agreed with the trial judge and Chief Mankowski: Fehlman’s claims have no merit and must be dismissed.
Chief Mankowski’s lawyer continued, it is important to note: Chief Mankowski disputed all of Fehlman’s allegations of wrongdoing, but Fehlman’s claims were so baseless that the case never reached those facts before being thrown out by the district court judge (and, now, the panel of three appellate judges).
