Wisconsin has 2nd Highest Percentage of Prisoners Locked up for Crimes Committed as Youth

(Bob Hague, WRN) A national report indicates Wisconsin has a higher percentage of prisoners incarcerated for crimes committed as youth than any state except Louisiana.
The new report from the nonprofit organization Human Rights For Kids shows more than 7% of adult prison inmates committed crimes when they were 17 or younger. That's more than double the percentage nationwide.
Wisconsin also has the fourth highest racial disparity among prisoners incarcerated for crimes committed as youth. Blacks make up just less than 8% of the state's population, but 60% of offenders held for crimes committed when they were young.
