Neillsville City Council Holds Re-Organizational Meeting

Friday, April 22nd, 2022 -- 12:00 PM

-The Neillsville City Council held their re-organizational meeting due to the results of the April 5th elections.

New Mayor, Dewey Poeschel, new Council Member, Barb Petkovsek, and returning Council Member, Jose Neville, were welcomed to the Council and sworn in.

Health Officer: Doris Baker

Weed Commissioner: Director of Public Works

Building Inspector: Director of Public Works

Zoning Administrator: Director of Public Works

Emergency Government Director: Chief of Police

City Forester: Cemetery Sexton/Parks Director

Official Newspaper: Clark County Press

City Hall Custodian: City Clerk-Treasurer

Representative to the Municipal Ambulance Board: Council Member John Perrine

Representative to the Community Fire Hall Board: Joe Neville

Historic Preservation Commission: Council Member Dan Clough, Natalie Erpenbach, David Harnisch, Nicole Keller, Jeff Kluckhohn, Barb Miller and Julie Simek be re-appointed as members of the Historic Preservation Commission, with Natalie Erpenbach as Chair.

Illegal Tax Committee: Council Members Julie Counsell, Joe Neville and John Perrine be re-appointed as members of the Illegal Tax Committee (2023), with Council Member Counsell as Chair.

Solid Waste and Recycling Committee: Council Members Julie Counsell, Joe Neville and John Perrine and the Director of Public Works be re-appointed as members of the Solid Waste and Recycling Committee, with Council Member Counsell as Chair.

Committee on Finance: Mayor and entire Council shall constitute the Committee on Finance, with Mayor Poeschel as Chair.

Board of Review: Mayor and entire Council, with the City Clerk-Treasurer as Secretary, shall constitute the Board of Review, with Mayor Poeschel as Chair.

Library Board: Council Member Julie Counsell and Mary Sladich be re-appointed as members of the Library Board. Other members are Peggy Buchda, Logan Grap, John Gaier-School District Superintendent, Margaret Gelhaus, and Graeme Williams. The Library Board elects its own Chair.

Board of Health Mayor and entire Council shall constitute the Board of Health (2023), with Mayor Poeschel as Chair.

Commission on Public Works/Utilities: Mayor and entire Council shall constitute the Commission on Public Works/Utilities. The Commission on Public Works/Utilities elects its own Chair.

Zoning Board of Appeals: Council Member John Perrine, Julie Counsell, and Mandy Krejci be appointed as members of the Zoning Board of Appeals, with Julie Counsell as Chair. Other members are Diane Murphy and Lynn Schoengarth.

Planning Commission: Mayor Dewey Poeschel, Council Member Julie Counsell, Parks and Recreation Board Chair, and Greg
Glisczinski be re-appointed as members of the Planning Commission, with Mayor Poeschel as Chair. Other members are Amber Vine, Natalie Erpenbach, and Alan Hoesly.

Parks and Recreation Board: Council Member Joe Neville, Cody Friemoth, Robin Harder, and Sue Voigt-Representative of the School District (2025) be appointed as members of the Parks and Recreation Board, with Council Member Neville as Chair. Other members are Jacob Ormond, Wendell Attoe, and Nate McDonald.

Police and Fire Commission: Brad Lindner be appointed as member of the Police and Fire Commission, with Margaret Gelhaus as Chair. Other members are Robert Johnson, Tim A. Voigt, Margaret Gelhaus, and Allan Hoesly.

Airport Commission: Council Member Joe Neville, Director of Public Works, Bob Petkovsek be re-appointed to the Airport Commission, with Council Member Neville as Chair. Other members are Brian Barth and DeWayne Seelow.

Board of Cemetery Commissioners Council Members Dan Clough and John Perrine, City Clerk-Treasurer, Douglas Bjerke and Lori Pekol be appointed as members of the Board of Cemetery Commissioners, with Council Member Clough as Chair.

Commission on Economic Development: Mayor Dewey Poeschel, Barb Petkovsek, and Julie Simek be appointed as members of the Commission on Economic Development, with Mayor Poeschel as Chair. Other members are John Gaier, Jana Marden, Daniel Clough, and Carrie Morrell.

Grants Committee: Council Member Barb Petkovsek, Director of Public Works, Jody Conner, and Natalie Erpenbach be appointed as members of the Grants Committee, with William Neville III as Chair. Other members are Tim Brekke, Margaret Gelhaus, William Neville III, and Brent Shoup. Mayor Dewey Poeschel stated he would like to look at the Grants Committee ordinance and possibly reword it, so they look for and write grants for other things instead of just the housing programs.

Personnel Committee: Mayor Dewey Poeschel, Council Members Barb Petkovsek, Dan Clough, and Julie Counsell be appointed as members of the Personnel Committee, with Council Member Petkovsek as Chair.

Property Committee: Council Members Dan Clough, Julie Counsell, and Joe Neville, Mandy Krejci, and Julie Simek be appointed as members of the
Property Committee, with Council Member Clough as Chair.

Heritage Days Committee: Council Member Joe Neville, Dale Erickson, Michelle Friemoth, Logan Grap, Barb Miller, Amanda Mortenson,
Diane Murphy, Tom Opelt, Jerry Pfeiffer, Justin Poeschel, and Krista Rueth be appointed as members of the Heritage Days Committee, with Council Member Neville as Chair.

Beautification Committee: Council Member Barb Petkovsek, Doris Bakker, Kathy Brugger, Margaret Gelhaus, David Harnisch, Linda Hemp, Barb Miller, and Janice Miller be appointed as members of the Beautification Committee, with Council Member Petkovsek as Chair.

Transit Committee: Council Member John Perrine, Daniel Clough, Jana Marden, and Amber Vine be appointed as members of the Transit
Committee, with Council Member Perrine as Chair.

Tourism Committee: Mayor Poeschel stated as a six-member committee it takes four members to be a quorum, he would like to downsize the Committee to five members, making three members a quorum. Council Member Counsell stated it can be less than six members. The Committee was downsized with Council Member Barb Petkovsek, Deanna Heiman, Diane Kren, Amber Vine, and James Voss as members of the Tourism Committee, with Council Member Petkovsek as Chair.

City Hall and Police Department Properties Committee: Mayor Dewey Poeschel stated with the move of City Hall completed this Committee has been disbanded.

President of the Council: Council Member Joe Neville.

Representative to the TIF Districts Joint Board of Review: City Clerk-Treasurer Roehl stated that Mayor Poeschel currently serves as the School District of Neillsville Representative, he cannot do both. Mayor Poeschel asked if anyone would like to represent the City. Council Member Dan Clough volunteered stating he has served in the past.
