Greenwood City Council Discusses Golf Cart Ordinance

The Greenwood City Council held a discussion on amending the City’s ordinance regarding golf cart capacity and passengers.
Greenwood’s Police Chief voiced his concerns for children under the age of 12 riding as passengers on golf carts in town without wearing a helmet. Another resident also expressed his concerns that a bike helmet wouldn’t provide any more protection to a child if they were hit by a motorized vehicle. No motions were made, so the ordinance will remain as is.
Also, the Main Street Committee discussed with the Council and their continued concerns with the Council’s decision to remove the flowers on Main Street the week after the Summerfest event. The committee offered to water flowers for the city.
It was stated the Personnel Committee would need to meet to open up a position, applications would need to be submitted, Personnel Committee would then need to meet and recommend to the Council the hiring of a seasonal employee.
The Council agreed to bring the concerns up at the Personnel Committee meeting on October 27th, but no motions were made. The Council also approved the Finance Committee recommendation to purchase a John Deere 624 Loader with Sewer paying 15%, Water paying 15%, and General financing for the remaining 70%.
They also approved the Finance Committee recommendation to purchase a John Deere Z994 Diesel Mower with Sewer paying 25%, Water paying 25%, and General financing the remaining 50%.
The Council also approved the Finance Committee recommendation to switch insurance providers to Delta Dental as of December 1st. The Council also approved the Finance committee recommendation to switch STD and AD&D insurance to Hartford insurance as of December 1st and the Finance Committee recommendation to switch the Life insurance to Sunlife insurance as of December 1st.
The Council also approved the Finance Committee recommendation to refinance three loans and take out a $200,000 loan for the purchase of a John Deere 624 Loader with Sewer paying for 15% and Water paying for 15%, a John Deere Z994 Diesel mower with Sewer paying for 25% and Water paying for 25%, and $25,000 to set aside for the reevaluation with the total loan amount being $527,738.23 for 6 years at a 2.65% interest rate.
The Council also approved to open a new account for ARPA funds. Finally, a discussion was held regarding a water rate increase in 2022. Per auditors, they are projecting an increase of between 32% - 34.97%.
The PSC application will be submitted and the Clerk will continue to work with the PSC and auditors on the rate increase process.
