-An Osseo man charged with stealing a vehicle that had a service dog inside while he was intoxicated was sentenced in Eau Claire County Court on Monday.According to court records, back in December of 2018, a vehicle was stolen from a private lot on Barstow Street in Eau Claire while the owner was in a restaurant. The owner used a cellphone app to track the vehicle to a parking lot behind Scooter’s Bar on Galloway Street. Nathan Hakes was found inside the bar with the dog.
