State Representative Evan Goyke says low wages and poor funding have cost the state many good workers over the years.
"I was thinking about my days as a public defender because the cohort that I worked with at that time are largely gone."
Representative Chris Taylor says getting pay raises to the UW-System is vital to stop an ongoing brain drain.
"Our universities, particularly UW-Madison, has become a poaching ground for other systems to come and poach our faculty because they're not being compensated in a commensurate way, and they've not been treated well."
Senator Jon Erpenbach says that state workers were seen as a problem that has to be solved under the Walker administration.
"If you were a public employee, you didn't talk too much about it because you didn't want to get yelled at or you didn't want to have to defend why you get paid what you get paid or what your health care is."
The JFC approved parts of the Governor's plan on Tuesday, including a flat pay raise for prison guards. It did not implement a 15 dollar an hour minimum wage for most state employees.
