Owen City Council Discusses Community Development Block Grant

-The Owen City Council began their meeting last week with a public hearing on the application for a Community Development Block Grant-Public Facilities Program.A representative from Cedar Corp reported on the CDBG Program. The State of Wisconsin has $10,000,000 to give out in Grant Funds. For this round of grants, the program will be awarding up to $1,000,000 with a 2 to 1 match. Owen will be applying for a grant of $1,000,000 for the project identified by the Cedar Corp Engineers and the City of Owen. Of this amount, the city’s match will be $610,110 including construction costs, engineering and grant admin costs. This would be an eligible CDBG activity as it is a community wide activity and would be for the health and safety of the community. This project, which has been identified as E. 5th St and Colman St, will include street reconstruction and infrastructure improvement.
There are many issues with the sidewalks in that area, the water main is undersized and they’re missing a storm sewer, which is causing the streets to deteriorate. There are also lead lateral connections that need to be replaced. There will not be any residential displacement during the course of this project. There was no citizen input regarding the project. If awarded the grant, the project would not start until late spring or early summer of 2020. The council then approved the submission of the CDBG Application. They also approved a resolution guaranteeing the city would provide matching funds.
