The Neillsville City Council heard the Report of Officers at their meeting on Tuesday.
For the month of December, the department had 123 complaints, 66 service calls, 61 traffic citations, 69 traffic warnings, 9 crash investigations, 16 ordinance citations, 8 adults arrests, 1 cases referred to the district attorney’s office, 1 juvenile case and 55 parking citations. All but two categories were up in December of 2018 compared to December of 2017. The council also heard the Annual Report from the Neillsville Police Department. For all of 2018, the department had 1,528 complaints, 694 service calls, 829 traffic citations, 1,019 traffic warnings, 69 traffic crash investigation, 249 ordinance citations, 163 adult arrests, 44 cases referred to the district attorney for charges, 70 juvenile cases and 543 parking citations. Most categories saw an increase in 2018 compared to 2017. Most categories were higher compared to 2016 as well. There were no complaints against any Neillsville Officers in 2018. There were none in 2017, 2 in 2016 and 8 in 2015. Those cases were determined to be unfounded. With the implementation of body cameras for the department, the complaints have fallen away.

For 2018, 94% of arrests were accomplished with mere officer presence and dialog, 4% were accomplished with empty hand control and 1% was accomplished with threat of deadly force. They had one Taser deployment in 2018. Finally, for impaired driving, 53 impaired drivers were arrested in 2018. 26 involved alcohol consumption, 24 involved illegal drugs and 3 refused to give a test. The highest blood alcohol content for a drunk driver arrested in the city was .296 and the lowest was .074 coming to an average of .16, nearly twice the legal limit. Finally, during the communications portion of the meeting, the Figi’s closure was mentioned, as was a Certificate of Appreciation from The Highground and a Christmas card from the CART Center
