Owen City Council Approves Winter Parking Ordinance Amendment

-The Owen City Council approved an amendment to their Winter Parking Ordinance at their meeting last week.For Owen, there is no parking on City streets between the hours of 2am and 6am from November 15th to April 1st. The council also approved the $3,000 annual donation for the House of Friends. The council also approved their budget with the City General coming to $1,093,248, Owen Water Utility coming to $423,300, Owen Sewer Utility coming to $423,300 and the Owen-Withee Police Commission coming to $224,572. The council also approved the appointment of Joan Jalling to the Parks and Rec and Zoning Committees to occupy the seat vacated by Mike Renderman. The council also approved a resolution allowing the city to petition the Office of the Commissioner of Railroads for an investigation and order to approve the establishment of a new spur and crossing of Industrial Street for the Quality Roasting Soybean Facility.
The council also approved a funding agreement with Quality Roasting. The agreement states that Voldman Railroad Builders would step forward to fund the $600,000 project with the city paying back Quality Roasting $100,000 per year for 6 years from the TIF funds. This would not go against the city’s borrowing capacity. Finally, the council heard the Community Development Authority’s Report. Tim Swiggum reported that the he has been working mostly on the Quality Roasting Agreement and the resolution to establish a rail crossing. Parks & Rec will be meeting December 6th at 6 p.m. at the Fire Hall with the Will Maki Fund Committee, Friends of the Old School, and Owen Public Housing to pursue plans for Crowley park and the surrounding area.
