Arbitrator With Wisconsin Employment Relations Commission Denies Grievance of Former Marshfield Police Officer

An arbitrator with the Wisconsin Employment Relations Commission has denied the grievance filed by a former Marshfield Police Officer.
Back in May of 2019, former Marshfield Officer Jared Beauchamp, who had been with the department for 20 years, was fired from his position because he failed to meet one requirement out of several required for Marshfield Officers.
Beauchamp didn’t complete running a quarter of a mile within 2 minutes and 15 seconds, but passed all others. He was fired from the Department in January of 2020 and Beauchamp filed a grievance against the department.
The arbitrator determined several things including that the time standard of 2:15 for the quarter-mile run portion of the city’s annual job function test was validated and job-related.
Also, that the city met its burden of proof to establish that the time standard of 2:15 for the quarter-mile run portion of the annual job function test complied with the first article of Appendix C (the portion of the police union’s 2018-2020 collective bargaining agreement related to the annual job function test).
And finally, that the city did not violate the collective bargaining agreement when it discharged Jared Beauchamp for failing the timed run portion of the annual job function test.
