Granton Village Board Discusses Dog Removal

The Granton Village Board heard an update on electricity at the campground.
According to the unofficial minutes from the meeting, the electrician is waiting for supply order but is still hopeful for a June install. Electric Sites will be $25. Also, Scott’s Construction will chip seal Maple Street from 3rd to Kirk, West 1st Street from Maple to Main, and West 2nd Street from Maple to Main for $15,825.00.
The Board also approved a tree removal. They received a quote to remove an old Maple on West 2nd in the Village right of way for $1,000. The Board also had a discussion on the removal of a dog from the Village.
On April 27th, police were notified that 2 bulldogs from 211 West 2nd St had attacked a puppy tied in it’s yard requiring Vet service. The police cited the resident. These dogs were not registered and the dog that attacked the puppy was not vaccinated for Rabies.
The owner did immediately vaccinate and register the two dogs. However, police noted that there were multiple dogs on site and a litter of puppies. On May 20th, the police were again called regarding the Bulldogs running at large. The police returned the dogs and the owner was again cited.
This is the 3rd time this year, and it occurred 2 times last year, that the police responded to dog complaints at this address and multiple complaints have been registered at the Village.
The owner was advised that the Village ordinance clearly states that there is a 2 dog limit and that dogs must be removed if they bite or cause harm to another animal and that all dogs can be removed for incessant complaints.
Due to the number of complaints, the unregistered status of the remaining dogs, and resident requests to have all dogs removed from the premises the board sent a certified letter to the dog owners with a copy of the dog ordinance and notice that this was to be discussed at the June board meeting.
The owner of the dogs attended the board meeting and did advise that all dogs, including the biter, and puppies have been removed from the premise and that 2 French bulldogs remain.
She advised that the backyard is fenced in, that the fence was repaired, and assured the Village that, should she be allowed to keep the two remaining dogs, they would not get loose again.
She also advised that she will provide vaccination records and register the 2 remaining dogs. The board agreed that she could keep the 2 dogs, provided they are registered and vaccinated within 30 days and are contained. Failure to comply will result in further action.
The Board heard the President’s Report. He discussed the Emergency Management updates and suggested they add them to their agenda for next month. It was also suggested that the Fire Chief be invited as well. Also noted was the CCED meeting on June 17th.
The Board also heard the Waste Water Recap. They stated that park mowing continues, they replaced the broken freezer in the park, repaired picnic tables, installed soap containers, did field prep for softball, removed the old driveway by the Burrow, trimming in the cemetery, and put fresh gravel on cemetery road.
They also mentioned the truck was in the shop for an ignition issue, they’re mowing ditches, Lynn Dairy is purchasing water from the Village again, and the mower is in the shop.
The Board also heard the Clerk’s Update. She stated the DNR Recycling Grant was awarded in the amount of $1,429.33. She spoke with Scott Elmhorst regarding clean up from the Fire at 325 Oak. He said he will be back at it in two weeks and hopes to have it completed by the end of June.
She spoke to the PSC about the possibility of collecting base charges on properties that have been vacant for numerous years. The PSC suggested at the next rate case they add a connection fee for long term vacancies, which is $800. This will allow the Village to re-coup money from those long term vacancies.
Driveway and sidewalk replacement for 208 W 3rd was completed. This location has been awarded the sidewalk grant for $1,645. The driveway approach and approach at the sidewalk on 1st street has been removed by the Village and they will replace curb and gutter and the approach at the stop sign.
Finally, the Board heard the Treasurer’s Report. The Checking balance is $55,833.86, the Money Market Fund balance is $641,511.19, the Cemetery CD is $16,927.29, the CDBG balance is $32,207.32, and the Library balance is $39,114.88.
