Thorp Man Sentenced for Hitting Two Bicyclists

-A Thorp man charged with hitting two bicyclists appeared in Clark County Court on Wednesday.

In the early morning hours of September 25th, deputies from the Clark County Sheriff’s Office responded to a hit and run crash in which 2 bicyclists were struck by a motor vehicle on STH 29 near Gorman Ave in the town of Withee. Upon arrival, deputies discovered two 19 year old males lying in the ditch. It was learned that both bicyclists were struck by a vehicle. That same morning a Greenwood Police officer stopped a truck, driven by Scott Horn of rural Thorp, for a defective headlight. Horn’s vehicle also had front end damage from a recent accident. Horn’s speech was slurred and there was an odor of an intoxicant coming from his breath. Horn performed field sobriety exercises but failed and submitted to a PBT, which indicated .10. During his plea and sentencing hearing on Thursday, Horn was convicted of obstructing and two counts of OWI causing injury.

He was sentenced to 9 months in jail and court costs on the obstruction charge. For the OWI, he was sentenced to 3 years’ probation with 30 days of conditional jail time. His license was revoked for 2 years and he must have an ignition interlock device for 2 years. He also owes $300 for that charge. Finally, he entered into a deferred acceptance of a guilty plea agreement for the injury by intoxicated use of a vehicle charge. That means he entered a plea, but the court won’t convict him unless he fails to follow the agreement, which states he must not commit any new crimes and complete his probation. The agreement is open for 4 years.
