Owen City Council Discusses Residency Requirement

-The Owen City Council discussed the city’s residency requirement for emergency officials at their meeting last week.

During the public opinion portion of the meeting, a resident voiced their concern over the change in residency requirement from 15 to 30 miles proposed by Owen’s Police Chief for emergency workers. When the council voted on the issue, it failed 4-2. The council also approved some part-time outside employment for an Owen officer, approved a borrowing resolution for the City of Owen Sewage System Revenue Bond and approved the Financial Assistance Agreement. A motion about a house removal was tabled, it was stated that a sewer rate increase isn’t needed at the moment, but will be in the near future for compliance reasons and a complaint was made against the city to the Public Service Commission.

Some mayoral appointments were also approved and the council heard the CDC’s report. Tim Swiggum reported the trail grant was submitted which asks for $23,000 to complete the paving bike trail. The rail grant is in waiting and he’s setting a meeting with builders and interested businesses. A DRC letter was sent to the papers, the community garden is growing and they might need to add two more plots and they need to work on Countryside Estates. Finally, he stated the CDA needs to hold an organizational meeting and hold a joint Review Board for a TIF District.
