Wisconsin Wins Program, Part 2

-The Clark County Health Department has completed their Wisconsin Wins checks for 2016.

I spoke with Rebecca Rosandick, the Health Educator/Public Health Specialist with Clark County, and she explained how the students who participate in the checks are selected and the rules they must follow.

"The Wisconsin Wins Program is conducted in all 72 counties across Wisconsin. We have to abide by the same rules. So, two minors are selected. I usually just e-mail the schools asking them to pick tow minors. They have to be either 16 or 17 years of age. One of the rules is they cannot look older then 16 or 17. So, I can't pick one that looks like they're 20! The whole point of this Wins Program is to be fair to retailers. We want to reward retailers. This is not about punishment or anything. And they can be male or female."

"After I get two of the minors, we have them go in in pairs. They are never alone. And I have to be able to see them. So, if we go to a gas station, for example, I have to be able to see the minors from the window just to make sure they are safe. They cannot lie. So, like I said, this is not about tricking retailers. If they are asked if they are carrying ID or how old they are, they have to be honest with the retailers. So, they go in in pairs and one of the minors will walk up to the counter and ask to purchase cigarettes just like in any ordinary situation."
