Granton Village Board Discussed on a Non-Compliance Letter

The Granton Village Board discussed a non-compliance letter at their meeting on Wednesday.
The village received a non-compliance letter from Joanna Storm stating payment number 4 for 51,699.32 received by the Village on May 5th was in "compliance violation" as it was not disbursed within three days and was disbursed on May 13th. The village contacted Britta Moline with MSA when the above check was received and was told the check was a reimbursement to the village for payments previously made. With that information, the village contacted the bank and instructed them to apply the check toward the loan. This was completed on May 5th. The information provided by MSA was incorrect and the check for $51,699.32 was actually to reimburse the Village for Earth Pay App #2 for $15,500, Pay App #3 for $21,150 and for Pay App #4 for $15,049.40 that had not yet been paid. The amount for $15,049.40 should have been paid to Earth within 3 days of receiving payment.

Pay App 4 and Change order 2 were approved at the board meeting on April 13th. It is unclear why the Village was instructed to wait for CDGB funds when the previous 3 payments were made by the village loan. Notes indicate on May 13th Britta advises the check received for $51,669.32 included the CDBG money for Pay App 4 and to cut a check to Earth ASAP and they may need to beg for forgiveness later. Citizens bank was contacted and a check for pay app 4 was cut and sent to Earth on May 13th. Rasmussen from MSA contacted the clerk and advised he would send over a letter the Village should sign, place on village letter head and returned to him. He would send the response to Joanna. The response created by Rasmussen states the village is at fault for the non-compliance. The village should not be used as a scapegoat for this oversight. The above information was provided to Mike Voss at the November 9th board meeting and he will address the non-compliance issue.
