Clark County Board of Supervisors Denies Loan for Imporvements at Clark County Rehabilitation and Living Center Again

-The Clark County Board of Supervisors again denied acquiring a loan for renovations, additions and capital improvements at the Clark County Rehabilitation and Living Center at their meeting on Wednesday.

Discussion on this project began back in 2014 when the Finance Committee told the center to come up with a business/strategic plan to in order to reduce their burden on the county’s levy. In doing so, CCRLC decided that renovations were needed in order reduce double room occupancy, eliminate patient shuffle, reduce to 1:1 toileting, increase the census, increase the revenue and more. They believed the renovations would do this by bringing in more patients, some that have already gone elsewhere because of the lack of private rooms.

Back in October, the CCRLC came before the board with a resolution to borrow $14.8 million over 20 years from the State Loan Trust Fund in order to make these improvements. The board denied that resolution, so CCRLC went back to the drawing board and created a similar, less expensive plan and brought it before the board. This resolution would have seen the county borrow $7.5 million from Citizen’s State Bank of Loyal, at a much lower interest rate than the original plan, over 10 years. However, this was not enough to sway most board members, which needed a 2/3rd majority to pass, and they voted it down with 18 voting yes and 11 voting no.
