Thorp Man Arrested After Hitting Two Bicyclists

Wednesday, September 28th, 2016 -- 1:15 PM

-On Sunday, September 25th, at 12:57 AM, deputies from the Clark County Sheriff’s Office responded to a hit and run crash in which 2 bicyclists were struck by a motor vehicle on STH 29 near Gorman Ave in the town of Withee.

Upon arrival, deputies discovered two 19 year old males, Philip Shirk and Kevin Martin, with non-life threatening and the other with life threatening injuries, lying in the ditch. It was learned that both bicyclists were struck by a vehicle. Philip and Kevin are both from the Owen-Withee area. At about 1:07 AM a Greenwood Police officer stopped a truck, driven by 26-year-old Scott Horn of rural Thorp, for a defective headlight. Scott’s vehicle also had front end damage from a recent accident. Scott’s speech was slurred and there was an odor of an intoxicant coming from his breath.

Scott performed field sobriety exercises but failed and submitted to a PBT, which indicated .10. He was then arrested for 1st offense operating a motor vehicle while intoxicated and later charged with two counts of causing injury by intoxicated use for striking the bicycles and leaving the scene. At this time the Clark County Sheriff’s Office is continuing its investigation and awaiting Scott’s blood results. One of the bicyclists was treated and released; the other’s condition is unknown at this time.
