Owen-Withee School Board Approves Resolution Exceeding Revenue Limit for Act 32 Projects, Final

-The Owen-Withee School Board approved a resolution to exceed the revenue limit for Act 32 Projects at their meeting last week.The board approved the resolution that would allow them to expend $226,650 for Energy Efficiency projects for the next 10 years. It would start this year and run through 2025-2026. The board has entered into a two year performance contract under s.66.0133, Stats., with Complete Control Inc. for a project to implement the following energy efficiency measures or to purchase energy efficiency products. The board has also identified the following cost recovery performance indicators to measure energy savings and/or operational savings for each measure or product, including the timeline for cost recovery.
The facility improvement projects include replacing the high school gym roof, remove skylights, replace the elementary roof, pneumatic to DDC and DDC upgrade, replace HVAC pumps, variable frequency drives and replace unit vent in the commons. The costs for the projects range from $13,247 to $775,170. In regards to energy efficiency, the district would see a payback to their investments ranging from 3 to 140 years. The board shall annually perform an evaluation of the performance indicators and shall report to the electorate as an addendum in the required published budget summary document per s.65.90, Wis. Stats., and in the school district's newsletter or in the published minutes of the school board meeting. The board shall use this evaluation to determine the amount of energy or utility cost savings, as a result of the project, that shall be applied to retire the debt.
