Representative Kulp Awarded Legislator of the Year Award

-The Associated General Contractors of Wisconsin awarded Rep. Bob Kulp the 2016 Legislator of the Year Award at a presentation in Marshfield on Wednesday August 24.Rep. Kulp co-authored Wisconsin Act 126 which made a sales and use tax exemption for building materials that become a part of a facility for a local unit of government or nonprofit organization. Before this law, tax-exempt entities were allowed to purchase “real property” construction items directly from suppliers without paying sales tax.
However if a contractor were to purchase the same construction materials for a tax-exempt entities project, they would have to pay sales tax on those items. Some tax-exempt entities “direct purchased” the construction materials and transferred the materials to their contractor. This was difficult since not all tax-exempt entities and contractors had the time or expertise to do this procedure. By doing away with this hurdle, Act 126 made the accounting easier for every municipality, school district, non-profit, and church to build a new building or renovate an existing one.
