One Ordinance Passes and Another Fails at Clark County Board of Supervisors Meeting

Friday, March 18th, 2016 -- 10:37 AM

-The Clark County Board of Supervisors passed one ordinance and failed another at their meeting on Tuesday.

The ordinance that passed regarded amendments to the rules on county boards, committees and commissions. Some wording was added stating who had authority over what entity. For example, the Finance Committee would have authority over the Finance Department. Other wording was removed to make things clearer. The ordinance passed 24 to 0.

The ordinance that failed regarded amendments to county board rules. One added part talked about the removal of a board member due to unsatisfactory service. Another talked about allowing nonmembers of the board or committee to speak during a meeting. The biggest reason why the ordinance failed regarded new wording added stating that a county board member or committee member could be removed from a closed session meeting with a 2/3 vote if the item being discussed involved them personally.

The board members didn’t like the idea of excluding someone from a closed session meeting. They felt the purpose of the closed session was to give that member a chance to speak on the item. Most county board members agreed with that, but thought that it wouldn’t be a bad idea to approve the ordinance for a “just in case” kind of situation. After failing to pass an amendment that would have removed that specific clause from the ordinance, the board failed to pass the entire ordinance with 17 voting yes and 7 voting no. 20 yes votes were needed to pass it.
