Effects of Rule Change to a Federal Food Assistance Program

(AP) A rule change in a federal food assistance program means about 1.1 million poor people in 21 states stand to lose government food stamps if they don't spend enough time looking for work, volunteering or getting education or training.

Wisconsin began phasing in work requirements last spring. About two-thirds of the roughly 22,000 able-bodied adults who became subject to them last spring wound up being dropped from food assistance.

Joel Schneck, a 31-year-old Milwaukee man, said his benefits were cut off briefly and he's been threatened with such action several times. Schneck said he has tried to comply with the new rules but has been frustrated by bureaucratic obstacles. But he says he's nearly finished a work training program and has the prospect of work with a local manufacturing firm.
