Most Clark County Retailers Pass Wisconsin WINS Compliance Check, Final

-Many Clark County retailers passed a recent Wisconsin WINS compliance check.Rebecca Rosandick, the Public Health Specialist/Health Educator with the Clark County Health Department, explained how the minor who tried to buy the tobacco was selected.
"Sometimes people ask me about how we pick the youth, there was a minor, involved in doing these checks. The minor was actually referred to us by her parents. She's from out of the area, so it's important for the minor to feel comfortable during this whole process. So at any time they are able to say I'm not comfortable. I don't want to go in this location."
"So, she came and we had 31 potential checks that we wanted to conduct and that was per our grant and contracts as well. But, we actually conducted 20 or 21 of them. She was trained on protocol. It was important that she actually had to look young. She couldn't put a bunch of makeup on or anything to look older than what she really was."
"And she could not lie. So, we did not have her carry her ID on her, because if they would have asked for it she would have had to actually hand it over. So, that was one of the rules."
Since the campaign's launch in the spring of 2002, tobacco compliance checks have been conducted annually in each of Wisconsin's 72 counties and employees, at the locations that passed the check, who refused to complete the undercover sales exhibited both job competence and regard for the law.
