Charges Dismissed Against Curtiss Municipal Employee

A former Village of Curtiss municipal employee charged with theft and misconduct in office had the charges against him dismissed.At the end of 2013, it was discovered that Arlan Hamm, former President of Curtiss, as well as Deborah Krauter, former Clerk of Curtiss, allegedly gave themselves a raise that the board never approved. The two individuals would cover up the incident by creating fake documents, fail to bring documents to meetings or approve documents without following protocol.
During a plea hearing at the beginning of March, Hamm entered a no contest plea to, and was found guilty of, a charge of theft of a business setting. A charge of misconduct in office was dismissed and read in. Hamm was scheduled for sentencing in June.
However, during a competency hearing on Thursday, the judge found Hamm was incompetent to be charged. Because of some recent medical events, doctors indicated that Hamm would not become competent within the next 12 months.
