Granton Village Board Hears Several Updates

The Granton Village Board heard an update on the dump truck at their recent meeting.
According to the unofficial minutes from the meeting, the new truck package was installed by Monroe and is now in their possession. They sold the old dump truck for $8000. The clerk contacted the insurance company and had the old dump truck removed from the policy.
The board also discussed an ordinance update. The clerk contacted several surrounding municipalities to try to locate an updated ordinance that would be similar to the Village’s to assist them in the rewriting of theirs.
The City of Loyal operates a seasonal parking restriction similar to what they currently have. The penalties start with a fine and can include towing. The clerk will check with Becker’s to investigate towing options and attempt to create a rough draft for the next board meeting.
The village also heard an update on the Triumphant Life parcel. The village added this tax exempt property to the tax roll at the May 9th 2017 Board of Review as it has not been a Sunday School for many years.
The village has on file a lein notice signed by Russell Kuehn and Jeannette Steiner dated November 1987 against the property for a fire call and clean up in the amount of $1,349.60. The clerk checked with the Register of Deeds and it has not been recorded in their office.
The Register of Deeds could not give legal advice and suggested they seek legal council. She did say that because the parcel was tax exempt there would not have been a tax parcel to assess in 1987 and would explain why an assessment could not be recorded.
Also on file, dated September 10th of 1993, is a Quit Claim Deed signed by Eldred Elmhorst and notarized by Village Lawyer Norman Saracoff and the Wisconsin Real Estate Transfer Return. This was not on file at the courthouse.
The board discussed the options of seeking legal counsel but the Clark County Property Committee will be reviewing this property some time this fall and the village will wait until their review. The board also heard a road project and funding options update.
Cedar Corp continues to look at funding Options. USDA-Rural Development may cover a portion of the project and the DOT grant application is available this fall.
They will contact the village for financial options and they are still waiting on the ITA Rankings to give them an idea of where their project falls for funding.
They outlined the project with the additional road, the K curve, added. The board also heard the President’s update. He stated the United Communities meeting was canceled due to COVID.
The board also heard the Water Report. They worked on PSC and cross connection reports. Chemicals were refilled and water samples taken. They also had study materials for the test. They had equipment repairs on the broom and dump truck controller and repaired the drag for the ball diamond.
They also cleaned up the old dump truck to prepare it for the sale. The board also heard the Sewer Report. They started breaking in the new dump truck with lots of plowing and snow removal. There was one issue noted with the bed bouncing.
Monroe suggested it would settle down after some use. This issue will be monitored. Also, water lines were froze at Schmidt’s for a new shut off valve. The board also heard the Clerk’s update. She stated the property tax collection is complete. Delinquent property tax total is $8,222.40.
They collected 4th quarter utility payments and sent out 13 late notices. She also completed 2020 Election Certification and submitted the report. She attended an election training update and completed the Public Test for the February 16th Primary. The election schedule is set.
She asked that they please remember to thank Dawn Dahlke, Sheryl Young, Bev Lavey, and Joyce Steinbach as they will be the election workers for the Primary. She also completed and submitted the Christmas lighting report.
W-2 and 1099s were completed and sent out prior to the January 31st deadline. The W-3, 1096, WT-7, EFT Annual report were all completed, balanced and submitted prior to the deadline. The Mobile Home report was completed and they completed the 2020 Housing Survey.
They also reviewed and signed the Insurance Statement of Values. EMC was instructed to remove non existing buildings to include the log cabin, Well #1, and the Waste Water Disposal Buildings as these do not exist. They will also remove the Trash Barrels.
Finally, the board heard the Treasurer’s Report. The Deposit and Expense report was presented. The Checking balance is $169,832.50, the Money Market balance is $704,730.14, the Cemetery CD is $16,927.29, the CDBG balance is $32,194.26, and the Library balance is $23,643.68.
The February settlement was completed. February Settlement checks were issued to the county for $33,826.26, the Granton School for $42,146.97 and Mid State Tech for $4,102.44. Mobile Home tax paid to the school is in the amount of $84.79.
