COMP PLAN ON BOARD AGENDA

There will be a controversial issue before the Clark County Board of Supervisors when they meet tonight (Thursday) in Owen.

The board will hold a public hearing at 7:30 on the Clark County 2030 Comprehensive Plan.

Supporters of the measure say it’s the “bare minimum” needed to come into compliance with a state statute requiring a comprehensive plan to alter existing zoning to allow towns to opt out of current county zoning ordinances.

Opponents note county residents don’t want the plan. They point to an advisory referendum held in April 2006 when 70% of voters said they didn’t want the board to approve a comprehensive planning ordinance.

There’s evidence supporters may have the votes to get the ordinance approved: at their last meeting, supervisors voted down a resolution that would have ended the planning process on a vote of 8 to 19.

The Board will take up the first of three readings of the ordinance tonight, but they could suspend the rules and have all three readings. The motion to suspend the rules requires a 2/3s majority. If the rules are not suspended and the first reading is approved, the 2nd and 3rd readings will likely happen at next month’s meeting.
Tonight’s meeting will start at 7:30 at the Clark County Health Care Center in Owen.
