Wisconsin should start to see job increases this spring, but the overall picture won't return to pre-recession levels until 2012, according to a new report.

The Department of Revenue report says total employment will be down 0.7% in 2010 compared with 2009. Wisconsin has lost 164,000 jobs since the recession started in December 2005.

The state unemployment rate is projected to peak at 10.4 percent during the first three months of the year.

Personal income was also down in 2009, but is expected to grow 3.3% this year.
