BOARD GETS BUDGET PREVIEW

The Clark County Board of Supervisors got their first glimpse at the 2012 budget on Monday.

The $54.4 million spending plan cuts expenditures by about 4.5%, but the cuts are offset by decreased revenues, so the tax levy will actually increase by about 2%.

The Finance Committee had to close a $1 million gap between the allowable levy and projected expenses with a combination of staffing cuts, project scale-backs and fund balance spending.

For instance, the Highway Department will pave only 7.8 miles of roads in 2012, putting the county trunk system on a 40-year maintenance cycle, as opposed to a 15-year cycle.

The mil rate will increase by about 24 cents per thousand dollars of property, but, because the county’s property value actually fell for the second year in a row, the affect on individual tax bills could be varied.
